Armed Groups in Sudan: The South Sudan Defence Forces in the Aftermath of the Juba Declaration Number 2, October 2006
This Issue Brief examines the role played by the South Sudan Defence Forces (SSDF) in Sudan's intra-South conflicts. It evaluates the extent to which the group has been merged into the Sudan People's Liberation Army (SPLA), as called for by the Juba Declaration of January 2006, and highlights critical issues that must be addressed to achieve further integration and reconciliation between the SSDF and the SPLA.
Anatomy of Civilian Disarmament in Jonglei State: Recent Experiences and Implications Number 3, November 2006
The third Issue Brief discusses two recent attempts by the SPLA and local authorities to disarm civilians in Jonglei State, South Sudan. It draws lessons from these two experiences—which yielded markedly dissimilar human security outcomes—and highlights the major challenges facing the fledgling Government of South Sudan (GoSS) in its attempts to reduce the widespread proliferation of small arms among civilians in the South.

The fourth Issue Brief examines the process that led to the Darfur Peace Agreement (DPA) of May 2006 and its subsequent rapid breakdown. Authored by a member of the African Union mediation team working to end the conflict between the Government of Sudan and the rebels of Darfur, this report provides an insider's perspective on the failure of the DPA and proposes necessary next steps to bring the parties back to the negotiating table.

The South Sudan Defence Forces in the Wake of the Juba Declaration, by John Young Number 1, November 2006
The first Sudan Working Paper examines the extent to which the South Sudan Defence Forces (SSDF) has been absorbed into the Sudan People's Liberation Army (SPLA) following the Juba Declaration of January 2006. Special attention is given to the problems associated with the integration of these forces, and the security implications of the small number of 'rump' SSDF groups that remain aligned with Khartoum.
Forthcoming publications
In the coming months, the Small Arms Survey will be releasing new reports that explore small arms and light weapons issues in Burundi, Mozambique, and Kyrgyzstan. A Working Paper on key lessons learned from disarmament, demobilization, and reintegration (DDR) is also forthcoming.
