The Small Arms Survey is an associated programme of the Graduate Institute of International and Development Studies (IHEID). As such, it is institutionally and statutorily accountable to the IHEID.

The Survey’s Strategic Council is an external advisory body comprising the Survey’s long-term donors. The Council plays a crucial advisory role for the Survey, allowing it to evaluate the extent to which its programming addresses the concerns and priorities of knowledgeable international stakeholders and donors; validates certain strategic decisions; and allows major donors to provide guidance on the Survey's long-term direction.

The Strategic Council is currently composed of representatives from:

  • Australia
  • Canada
  • The European Union
  • Germany
  • The Graduate Institute (IHEID)
  • The Netherlands
  • Sweden
  • Switzerland
  • The United States
