Monitoring, Evaluation and Learning (MEL) Specialist

Luc Chounet-Cambas is a security policy consultant working with the Small Arms Survey as MEL specialist. In this capacity, his role is to support the Survey in embedding Results-Based Management (RBM) in strategy development, project design and implementation.

Luc has over twenty years of experience working with organisations, governments, non-state and civil society actors, in the design and implementation of programmes in fragile and conflict affected environments. This has included Research, Monitoring & evaluation, peacebuilding and stabilization portfolios.

Luc has field experience and expertise on matters of transitional security arrangements (disarmament and ceasefires), the prevention of violent extremism, civil society support and peace processes. Over the past ten years, he has worked on conflict dynamics and security challenges in several regional security crisis, including but not limited to the Sahel, the Lake Chad regional crisis, Iraq and Syria’s regional crisis, south-east Asia and the Philippines. In addition to his work with the Small Arms Survey, Luc also works on evaluations, matters of PCVE and disengagement from designated armed groups in Iraq and the Lake Chad region, as well as peace process support.

Luc authored a practitioner guide to ceasefires, Negotiating ceasefires, challenges and options for mediators in 2011 and a subsequent ceasefire reading pack for the UK Stabilisation Unit in 2016. He has worked with multilateral, private and non-governmental organisations, and he holds an MPhil in political science and African studies from La Sorbonne Paris I University.
